Surrounded must certainly have a different meaning in English and Spanish. I don't think a single building dedicated to car parking can "surround" the Dali museum complex. The Dali museum is the most visited private museum in Spain.
The upper floor of the car park is at street level and is used for buses. As it occupies a slope, light vehicles can enter from the lower parts.
It is a useful building in Figueres, the capital of a region that receives many visitors to carry out administrative tasks, shop or go to the doctor.
Perhaps you think they should come on foot, but I do not agree at all with your opinion.
